Mission & Vision

The Coalition is guided by the following principles. It advocates for public health policies that:

  • Prevent the spread of illness and infectious disease

  • Protect against environmental hazards, injuries, and community violence

  • Encourage healthy behaviors to prevent chronic disease

  • Assure access to high-quality health services

  • Plan and respond to health emergencies

  • Promote equity in all policies

  • Assure a strong, stable, and equitably funded public health system

The Pennsylvania Health Policy Coalition’s mission is to improve the health of Pennsylvanians through public health policies.

The Coalition serves as Pennsylvania’s association of local public health officials, and is recognized by the National Association of County and City Health Officials as Pennsylvania’s state affiliate.

The Coalition espouses a shared vision for improved public health and coordinated, sustained policy implementation at the local, state, and federal levels.


Coalition Members

Membership includes all county and municipal health departments in Pennsylvania. Local health departments are authorized via the Local Health Administration Law, or Act 315, which passed the Pennsylvania legislature in 1951.
